President Obama Proclaims Korean War Armistice Day

WASHINGTON, July 27, 2010 – President Barack Obama has issued a proclamation declaring July 27 National Korean War Veterans Armistice Day, to mark the signing of the Military Armistice Agreement at Panmunjom.

"As we commemorate the 60th anniversary of the outbreak of the Korean War and the eventual conclusion of hostilities at Panmunjom, let us raise our flags high to honor the service and valor of our veterans, to reflect on the principles for which they fought, and to reaffirm the unshakeable bond between South Korea and our Nation," Obama said.

The entire proclamation appears below:

"Today we celebrate the signing of the Military Armistice Agreement at Panmunjom and we honor our servicemembers who fought and died for freedom and democracy in the Korean War. This year marks the 60th anniversary of the start of the Korean War and the birth of an enduring friendship between the United States and the Republic of Korea that is stronger today than ever before. Our alliance is rooted in shared sacrifice, common values, mutual interest, and respect, and this partnership is vital to peace and stability in Asia and the world.

"Since our Nation's founding, the United States has relied on our Armed Forces to ensure our safety and security at home, and to protect lives and liberties around the globe. When Communist armies poured across the 38th parallel, threatening the very survival of South Korea, American troops braved unforgiving conditions and rallied to the young republic's defense. Tens of thousands of our Nation's servicemembers lost their lives, and many more were wounded, declared missing in action, or taken as prisoners of war. The courageous service and ultimate sacrifices of these patriots and our allied combatants safeguarded a free government and vibrant economy in South Korea, forging a bond between our people that stands strong today.

"As we commemorate the 60th anniversary of the outbreak of the Korean War and the eventual conclusion of hostilities at Panmunjom, let us raise our flags high to honor the service and valor of our veterans, to reflect on the principles for which they fought, and to reaffirm the unshakeable bond between South Korea and our Nation.

In 1945 Korea was divided and the South was left in political turmoil. The North grew more militant, organized, and more supplied by Russia. Over 60,000 North Korean troops invaded the South on June 25th 1950. That day the United Nations asked for forces to restore the peace. A couple of days later President Truman ordered the Air Force and Navy to the area. Soon after that Truman approved ground forces and air strikes against the North.

 HUD and VA Launch $15 Million Demonstration Program to Prevent Veteran Homelessness - In an effort to prevent homelessness among veterans, primarily those returning from the wars in Afghanistan and Iraq, the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs (VA) today announced that both agencies will invest a combined $15 million in five selected communities near military installations. The HUD and VA grant funding is intended to provide housing assistance and supportive services to veterans who might otherwise be living in homeless shelters or on the streets. (7/22/10)

 VA Approves $2.8M for Gulf War Illness Research - The Department of Veterans Affairs (VA) has approved $2.8 million to fund three new research projects that focus on testing or developing new treatments for illnesses affecting Veterans who served in the Gulf War 1990-1991. Let’s be clear that the date of July 2011 to begin transferring security responsibility and thinning our troops and bringing them home is firm.  What is 'conditions based' is the pacing at which our troops will come home and the pace at which we will turn over responsibility to the Afghans.  And that will be based on conditions on the ground.

VA Approves $2.8M for Gulf War Illness Research

WASHINGTON – The Department of Veterans Affairs (VA) has approved $2.8 million to fund three new research projects that focus on testing or developing new treatments for illnesses affecting Veterans who served in the Gulf War 1990-1991. The research incorporates recommendations of the department’s Gulf War Veterans’ Illnesses Task Force.

“Reaching out to Gulf War Veterans is essential to the transformation of VA,” said Veterans Affairs Chief of Staff John R. Gingrich. “This research is a great opportunity to do something that will improve the care and services these Veterans have earned.” 

About 697,000 men and women served in operations Desert Shield and Desert Storm from August 1990 to June 1991 during the Gulf War.  In the years since they returned, nearly a quarter of these Veterans have experienced chronic symptoms such as fatigue, weakness, gastrointestinal problems, cognitive dysfunction, sleep disturbances, persistent headaches, skin rashes, respiratory conditions and mood changes. The symptoms are known collectively as “Gulf War Veterans’ illnesses.” 

A recent report by the Institute of Medicine’s Committee on Gulf War and Health, “Health Effects of Serving in the Gulf War,” noted that chronic multi-symptom illnesses affect an estimated 250,000 Gulf War Veterans.  Given the findings, VA is embarking on a national Gulf War Veterans’ illness research program to identify and adopt the most effective treatments for Veterans.

“Last February, we welcomed Secretary Shinseki’s decision to take a serious look at the disability claims of Gulf War Veterans,” said Clarence Hill, national commander of The American Legion.  “Now that VA is following through with these important studies of Gulf War illness, which has plagued many of the 700,000 Gulf War Veterans for nearly 20 years, The American Legion believes these studies should provide a shared foundation for those Veterans who need to be cared for and compensated for their disabilities.”

The first $700,000 will be available Oct. 1, 2010, the beginning of fiscal year 2011. 

The studies are expected to take between two to five years to complete, and include:

-- A five-year study to evaluate the impact of resistance exercise training (RET) in treating chronic musculoskeletal pain and associated symptoms in Gulf War Veterans. The study will evaluate the influence of RET on total physical activity, pain sensitivity and regulation, and brain white-matter tracts.  Dane B. Cook, Ph.D., of VA’s William S. Middleton Memorial Veterans Hospital, Madison, Wis., will conduct it.

-- A four-year study on an animal model of Gulf War illnesses to assess the effectiveness of therapies to enhance mood and memory. The therapies are designed to increase generation of nerve cells in the hippocampus, improving cognitive function and reversing depressive and anxiety-like behaviors. One strategy will test treatment with anti-depressant medicine and a drug or dietary supplement having antioxidant and anti-inflammatory properties.  The second strategy will test use of either an antidepressant or an antioxidant/anti-inflammatory agent, combined with exercise.  Ashok K. Shetty, Ph.D., of the Durham, N.C., VA Medical Center, will conduct it.

-- A two-year pilot study that will include randomized, controlled, eight-week trials of an intervention known as “mindfulness-based stress reduction,” compared with usual care.  Assessments of Veterans will include symptom-based measures of pain, fatigue, and cognitive and physical function as well as objective measures of attention, concentration and memory.  David J. Kearney, M.D., of the VA Puget Sound Health Care System, Seattle, Wash., will conduct it.

The IOM report noted that the illnesses seen in Gulf War Veterans cannot be ascribed to any psychiatric disorder and likely result from genetic and environmental factors, although the data are not strong enough to draw conclusions about specific causes. 

The Disabled American Veterans

WASHINGTON-The Disabled American Veterans will once again convene its national body to address the needs of disabled veterans, including those who have served and sacrificed in Afghanistan, Iraq and elsewhere when the organization meets at the Hyatt Regency Atlanta for its 89th National Convention July 31 through Aug. 3.

President Barack Obama is scheduled to deliver a major speech to more than 3,000 DAV delegates the morning of Aug. 2.
The DAV is marking its 90th year of service by reviewing important legislative initiatives aimed at building better lives for disabled veterans and their families. The major issues to be addressed by the Convention include the need to eliminate lengthy delays veterans encounter when submitting disability claims to the Department of Veterans Affairs, and the need to improve mental health care for the psychologically wounded and their families.
 
Deputy Secretary Department of Veterans Affairs W. Scott Gould is scheduled to address the convention delegates July 31.
"We look forward to hearing from the Administration on the issues disabled veterans now face," said DAV National Commander Roberto Barrera. "We know VA realizes its claims process is grossly outdated and inadequate to properly ensure that veterans receive the help and care they have earned through service to our nation, so it is important to hear how its mission to reform the process is progressing."
Also scheduled to appear at the convention is renowned actor, musician and veterans advocate Gary Sinise, who along with the Lt. Dan Band will play a special show for DAV members and guests Aug. 1.
 
A distinctive moment will be the presentation of the DAV's Outstanding Disabled Veteran of the Year Award to Dave Riley, whose remarkable accomplishments in service to veterans advances the causes of America's disabled veterans

VA Makes Filing Claims Easier and Faster for Veterans

Simpler Forms and New Program Reduce Paperwork and Speed Process

WASHINGTON – As part of Secretary of Veterans Affairs Eric K. Shinseki’s effort to break the back of the backlog, the Department of Veterans Affairs (VA) is reducing the paperwork and expediting the process for Veterans seeking compensation for disabilities related to their military service.  

“These reductions in paperwork, along with other improvements to simplify and speed the claims process, symbolize changes underway to make VA more responsive to Veterans and their families,” said Secretary Shinseki.

VA has shortened application forms to reduce paperwork for Veterans. The new forms, which are being made available on VA’s Web site at www.va.gov/vaforms, include:

·         A shortened VA Form 21-526 for Veterans applying for the first-time to VA for disability compensation or pension benefits.  This form has been cut in half – from 23 to 10 pages.  It is immediately available to Veterans via Web download, and will be available through VA’s online claim-filing process later this summer at http://vabenefits.vba.va.gov/vonapp/main.asp

·         VA Form 21-526b for Veterans seeking increased benefits for conditions already determined by VA to be service-connected.  This new form more clearly describes the information needed to support claims for increased benefits. 

In order to make the claims process faster, VA has also introduced two new forms for Veterans participating in the Department’s new fully developed claim (FDC) program, which is one of the fastest means to receive a claims decision.

Gathering the information and evidence needed to support a Veteran’s disability claim often takes the largest portion of the processing time.  If VA receives all of the available evidence when the claim is submitted, the remaining steps in the claims-decision process can be expedited without compromising quality.

To participate in the FDC program, Veterans should complete and submit an FDC Certification and VA Form 21-526EZ, “Fully Developed Claim (Compensation),” for a compensation claim, or a VA Form 21-527EZ, “Fully Developed Claim (Pension),” for a pension claim.  

The forms were designed specifically for the FDC program.  These six-page application forms include notification to applicants of all information and evidence necessary to “fully develop” and substantiate their claims.  With this notification, Veterans and their representatives can “fully develop” their claims before submission to VA for processing.  

Along with the application and certification, Veterans must also submit all relevant and pertinent evidence to “fully develop” their claims.  A claim submitted as “fully developed” may still require some additional evidence to be obtained by VA, to include certain federal records and a VA medical examination.

VA provides compensation, pension, education, loan guaranty, vocational rehabilitation, employment, and insurance benefits to Veterans and their families through 57 VA regional offices.

Disability compensation is a tax-free benefit paid to a Veteran for disabilities that are a result of -- or made worse by -- injuries or diseases that happened while on active duty, active duty for training or inactive duty training.  Pension is a benefit paid to wartime Veterans with limited income, and who are permanently and totally disabled or age 65 or older.

Soldier Missing From Korean War Identified

The Department of Defense POW/Missing Personnel Office announced today that the remains of a U.S. serviceman, missing in action from the Korean War, have been identified and returned to his family for burial with full military honors.

Army Master Sgt. Roy E. Head of Clinchport, Va., will be buried Saturday in Duffield, Va. Head was assigned to Headquarters Company, 49th Field Artillery Battalion. After the 1953 armistice, it was learned from surviving POWs that he had been captured in February 1951, marched north to a POW camp in Suan County, North Korea, and died of malnutrition a few months later. Between 1991 and 1994, North Korea gave the United States 208 boxes of remains believed to contain the remains of 200-400 U.S. servicemen. North Korean documents turned over with one of the boxes indicated the remains were exhumed near Suan County. This location correlates with Head’s last known location.

Analysts from DPMO developed case leads with information spanning more than 58 years. Through interviews with surviving POW eyewitnesses, experts validated circumstances surrounding the soldier’s captivity and death, confirming wartime documentation of his loss.

Among other forensic identification tools and circumstantial evidence, scientists from the Joint POW/MIA Accounting Command and the Armed Forces DNA Identification Laboratory also used dental comparisons and mitochondrial DNA – which matched that of two of his brothers -- in the identification of the remains.

More than 2,000 servicemen died as prisoners of war during the Korean War. With this accounting, 8,025 service members still remain missing from the conflict.

During the Vietnam War he was also nominated for a second Distinguished Flying Cross and Two Bronze Stars.

Though limited for health reasons he continues to be recognized for his leadership and tireless devotion to veterans, their families and our nation.
